You can use it in a derogatory way if you are reducing a female to her genitalia, but I can assure you that it's used quite as the norm amongst people all the time, which means, usually not meant as an insult. It's no different than the word fuck, it's just used culturally for a wide range of things, and only some of them are meant to be offensive.
Now, had the suggestion been for the word cunt, then you might have had a case.
I suppose the penis tag could have a similar issue if there's a picture where only the testicles are shown, but that sounds a bit difficult to come across.
Anyway, when the reason that vagina was picked is because the mental sanity of the administrators rely on it, then it's pretty obvious nothing we think/say will be able to sway back things to the previous word...
