Ugh...For a vector, the quality is pretty poor. Lousy JPEG compression settings on save.

Wouldnt surprise me if this was just an upscaled JPEG > Vector since that is the exact image that appeared for a split second - second in the Ore Imou Alternate ending

No, it's a vector that was saved horribly. I checked the source image. As good as some JPN artists are, many for some reason don't realize what poor JPEG settings can do. (Or do it on purpose.)

And upscaled JPEG would look even worse.
