From what I know of the series, yes, he is. He's just one of the super-effeminate male char designs JPN anime is known for at times (esepcially as a shouta.) It's partially excused anyway since he's an alien *shrug* Yes, I know it's hard to tell from looking images like this. The same can be said of the various traps in anime as well.
