i am thinking the artist purposefully made this device a mystery so it would bring in a lot of curiosity.
The thing does not seem to be anything in particular and the hand grip has ridges for the fingers.
This implies she is actually holding it the way it is suppose to be, and i fail to see any kind of tilt or axle that allows it to rotate on said handle.

EDIT: It did remind me of it though.
technically, he himself is the weapon. the camera is only a tool. but that thing she has looks like it'd be so heavy to carry around.
