I doubt that's Shinji. I think it's someone else wearing Rei's/UNIT-00's plugsuit. If anyone, I would say it's Ikari Yui (the brown hair and her indirect relation to Rei), but I don't think that's the case either (looks too young.) Still, it doesn't look like Shinji much, if at all.
I am pretty sure it's the new character from "girlfriend of steel", I believe the name was. An old NGE game.
Kirishima_Mana? I think she had actual reddish hair, not brown. And that would really be digging deeper than I would expect an artist to do in a crossover like this.
