censored pictures on the non-exposed area usually only happen when the contours of the vagina/penis is shown clearly, like on some underwear/latex/wet clothes. If the basic shape of the genitals are not shown then it's retarded to censor just the area itself eg. over a dress, trousers, or pool of cum here. Censorship here would just imply there is something that needed censoring, I think the artist chose to obscure it from view for his own believable ceonsoring instead of pixels/lines.
