It probably is complete. I believe the pic's purpose is to highlight the impossibly shiny school swimsuit.
The artist kinda has a thing for swimsuits it seems. Many of the relatively newer images from him/her are similar to this.

Yeah I'm looking at his pixiv page... A lot of his picture miss either faces or lower halfs :P
Which is sad, really. The pictures would be a lot more awesome with the whole body of the girl visible.

i think this pic is perfect, cuz in a way it has endless possibilities about what`s going on above,beneath like is she cute or maybe hot , or is she barefoot or maybe she have sandals on , who knows ??? (in my case this is a mind blower)

anyhow thats how i think!

Well, it's depends on the artist who made this, he/she already have own reason and decided on why to hide the full picture rather than to show it as half to public .......Or this pic was fully completed like that.

Not fully agreed, but from what I think is I believe this picture support 40% for the reason to highlight it and 60% for the reason on why the artist probably hide something from it.

I believe the image you're referring to has already been uploaded. (Post #48097 and child posts) Although It's a little different to this one I think. But very similar. BTW, your link leads me through a string of adds, I had to google the image name instead.
post #38653 would be the closest match for a full img.
However, this appears to be more detailed than that image, suggesting the artist just used the older work as the starting point and refined it to create something more realistic.
