Can you tell me how to draw the stars (background) ?
Since I'm not the artist, my help wouldn't be of use for you but, I would think that you would need to put white spots of various sizes and place them at random. That's just my thought, sorry I couldn't help. :\AnimeSama said:

It's a brush the artist made in photoshop most likely, i dont know how to make a brush - but you can tell they used different transparencies and possibly multiple layers and sizes of said brush. Tutorials for things like this are usually available on artist community websites, like maybe deviant art or something.
