Just because your use to the way America does Month/Day/Year doesn't mean its the universal standard.
I believe there are very few countries that use Month/Day/Year. Some use Day/Month/Year but most use Year/Month/Day.

Well the apostrophe ( ' ) should have been a give away from the start. Considering an apostrophe's main purpose is to show that there are missing letters and in some cases numbers.
This person has the right idea. Also, even if there was no apostrophe, one cannot assume that there is only one way to interpret the date notation. But about the picture, Ahri looks very cozy. @Agos: I'm not sure what you're asking. This year (2013) should be Heisei 25 but that has nothing to do with the date in the image...
