To expand on Emmy's comment; There is a Blacklist of tags that are usually associated with an explicit rating - Not all these tags force an explicit rating, but generally are present in explicit images and their application weighs on the rating. Aspects such as the situation portrayed also affect the rating. Some artists, it seems enjoy teasing us ;).

The only thing you mentioned that could make this explicit is fingering/masturbation. Personally, I don't think this qualifies for those tags, but I'll wait to hear what other mods have to say. Regardless, either those tags should be added or we should change the rating back.
I definitely don't think she's masturbating. I can't list them off the top of my head, but there are other posts on here where a girl is covering her private parts from behind in this same fashion and it's only Q. It's a pose I've seen artists use before.
