Its probably not that heavy. Consider the possibility that it's made of a super light-weight alloy. That or she's inhuman.
Weight can be an asset to melee weapons, tho. True, your speed with this weapon will be limited, but it gets much harder to stop once you swing it (inertia).
I inevitably apply our level of technology to images like this, incorrectly if we are to take it as a post human depiction, or otherwise more advanced technological progression.
Even if it were a super light material, it'd be a bugger to use. There's no counterbalance on the back of the weapon, thus all of the weight is at the head.

You don't know the internal structure. There are plenty dense materials and elements that could fit in the staff/smaller blade to counter balance it.
