I really hate this person...
Orig source had a square-ish (1.1:1) ratio: I copied and expanded the left side of the BG to Wallpaper ratio (4:3). No re-scaling or re-compression.
If you keep commenting that I'm going to start deleting them.
btw, next time, you may want to filter for Jpeg Artifacts. This artist always seems to have them, always has. I cleaned one of the old Azu-nyans.
A low set edge preserving blur/smooth usually works ok, though you may have to replace white backgrounding.

My apologies for the comment spamming (I was doing it straight in a row there...But at least I didn't just copy/paste all of them! ^_^;)
And yeah...I kinda forgot about the cleaning on the JPEG compression from the originals. It not one of the things I'll look for or notice unless it fairly obvious...Or I'm zoomed in @400% or something. Since I was just expanding BGs, I didn't pay much attention compression artifacts (if I cleaned them up, the PNG file might've came out better.)
BTW, any advice on keeping technical notes on a post without resorting to comments or "translation" notes?

I was talking to Shuugo about "mod notes" for image, but I think I can add user notes to that idea. That user can post tech talk about a image and not spam the comment section, but it'll probably viewable by the mods tho.StahnAileron said:
