If you test out this theory for yourselves, you will find that no matter how "firm" the breasts are, they will hang like this due to gravity, and the position of the arms (in this case) makes no difference. However, I agree that the breasts in the image still look ridiculous because they taper slightly towards the body.

Nah, Stahn is right, yes he is. Young girls breast don't go hang like that.
BG223, I think you do not understand what they are saying. I've seen hanging boobs before. And unless they are overly large, they do not look like water balloons. Hanging boobs that are of normal size just don't look like that. Especially from young girls.
But the angle for this pic makes them look odd. I think that is what is confusing people.

i think everybody is just complaining that her boobs are too big. However, boobs of that size do hang when the girl is bent over, but I guess that is why girls wear bras.

I've laughed at this comment string for long enough. In that position:
A-C will stretch smaller against the body
D will shift position but not sag or tighten much
E will hang a little bit
F+ would actually do something like this...

I didn't think my opening comment would make an actual debate about this...^_^;
But yeah, part of the problem from my POV is her age and the apparent size of the breasts compared to her body (the latter being the major point). In terms of size/volume, I think they look like C's, at most (I doubt B's, but the perspective and drawing style make it hard to accurately tell.) And as far as I know, when a women puts her arms over her head, the chest area will stretch and flatten a bit against the ribs. (Granted, she's also bent ocer, so they may add a bit of slack, bit still...)
But the biggest thing, as bunnygirl mentioned, is the tapering of the breast where they attach to the body. Make them look like waterballoons/teardrops. If she were older and/or had obviously bigger boobs, sure, I can understand...But as-is....*shrug* It doesn't loook right/appealing. (I won't get into my bitching about how panties in anime have been drawn lately ^_~ Though this is one of the better, more believeable renditions.)

The funny part is I initially actually agreed with your theory that the breasts would be stretched over her chest, but after having tested the theory myself, realized that this isn't the case. Breasts are not like any other part of the body (which makes them so difficult to draw and especially animate correctly). Lifting an arm does lift the breast while the body is upright, but this is mostly due to muscle and not simply "skin stretching". Lying flat breasts also pan out and flatten because of the fat content. While hanging upside-down like in this picture, they are completely weighed down, and act on their "own accord" so to speak. Age, firmness and even size do little to change this (though obviously if we are dealing with large, flapjack boobs, they are going to hang lower than firm, smaller ones.)
As for the tapering (aka the "water balloon" effect), it's this that makes the image look so strange, because breasts will NEVER taper toward the body like that. Breasts will always appear as hemispherical on the body (even fake ones) and can only appear spherical when something is smooshing them to the chest (like a bra).
However, I'd say the number one flaw I see in drawings of girls involves their breasts, because they are rarely drawn correctly. Because of this, I've pretty much conditioned myself to accept images such as these:)

I actually laugh at the jiggly boobs in anime because of how unrealistic it is. Anyone with any knowledge of the female body would realize that is not natural.
