This image has nothing to do with Chaos;Head.
The blond girl is Frau (Flau it seems the background is spelling it) Koujiro from Robotics;Notes.
Read the text under Steins;Gate. You can see the "Roboti" part of it.
Please fix this.

How has this image been missing the robotics;notes for so long?
Also I'm not sure if it's Frau Koujirou, or Koujirou Frau.

Danbooru and Yande.re both have it as Koujirou Frau (which is actually different not only in ordering, but in the u at the end of Koujiro). Spelling is fairly arbitrary in translation though (until made official). Ordering should be easier to ascertain.
Checked. Wiki (warning: spoilers) has it as Koujiro Frau (Japanese ordering). I'll switch it round. I'll leave the spelling alone, though.

I ate a very major spoiler trying to guess the proper spelling =_=PAIIS said:

Yeah, I didn't actually read the wiki . . . can't use their spelling for it anyway, with the use of the double-dotted "o" letter. (Think I got the same spoiler though, looking back at it :/ How smart)
I wasn't expecting major plot spoilers inside the character bio.PAIIS said:

In fact I think it's bad that there are.
Note that an elongated "o" in JPN can be romanized as "oh", "ou", "oo", or "o". When it comes to romanization, it partially a mix of aesthetics and your preference for accuracy. The current tag is fine though.
