In fact, it is usual Soviet canteen at the factory or other enterprise ... and at normal schools )) but you're right a little bit, similar canteens was in Soviet army. Called "Stolovka / Stolovaya".

The point is that he's making a visual novel about summer camp called "The last summer" (If I'm not mistake).

Also he is from russia's analog of 2ch, that's probably why on his last art over here with two girls painted in the room, you can notice a packet with "Двоечка" on it, which translates into english more likely as "twain"
