What's going on is simple: the girls are lifting up (or at least attempting to) their male partners.
I think it's pretty adorable.

Early on in Pokemon Adventures (Manga) that was Green (NA/EU) or Blue (Japan). In the Leaf Green / Fire Red chapters she was given a new outfit which you can see her wearing here too as it's the same girl in the first two couples.

In my personal opinion, I LOVE the new Blue a lot more. I know most everyone else would probably disagree...
