Why is everybody hanging out their laundry to dry on a cold winter day?

I think the most of the stuff you can see there is not a laundry but a bedclothes, lining and such. And despite the fact that it's cold winter and snowy day, it's just healthy to ventilate your bedding at morning after night. There's a few shirts and such as well as laundy but that's minority..
