In this case where the character in the lower right corner of the image is blurred as an out of focus effect, only the character should be blurred. I think the artist would normally would have one layer for the character and just blur that layer.
However, in this case an area of the completed image was blurred based on the outline of the character. And that has resulted in areas of the background being blurred as well with a clear and sharp border between the areas that were and were not blurred.
I agree, it always bothers me when they do that. And when they do, they usually make it look much worse than they did here.
