Yeah looks like the heat has been turned off which is a bit at odds with her outfit. It looks to me like she is supposed to be a seedy-yet-sexy private detective or something and she is on a case.

Nah, she's clearly sweating. Way too warm in there for icicles. Likely it's just scraps of cloth or plastic sheeting or insulation that have made their way into the ventilation system and gotten stuck there. The building looks pretty run-down, so that wouldn't be out of the question.
