I get the impression that they're watching US. The first thought that came to my mind when I saw it was that they were watching all of human history unfold on that little TV. They're either indifferent to what they see, or they're coldly passing judgment on us all. (I know that's reading way too much in to it though.)

Yep, earth from that distance is from the moon. Girl's "hat" in the middle looks out of place though.

I'm pretty sure they represent the Virgin (left), the Mother (middle), and the Crone (right) in the form of Hecate, the triple Goddess. That's my take on it anyways.
The horizon would not be that curved unless they were super giants and the pov is like 30,000m over the surface.otaku_emmy said:

I checked just to be sure, and the title of the piece is indeed "theater at the moon".
Edit: And Junko did plot an invasion of the Moon in "Legacy of Lunatic Kingdom", which might play in to the setting as well.
