Your comment doesn't really make sense. Though, if you're trying to say that you want to tell the "artist" that you want to "use his art" on a sweater, then commenting here won't do it.

You'll have to contact him on his pixiv or twitter accounts. And keep in mind that the artist is Japanese and may not speak much English.
