I have some advice,
When clearing jpeg artifacts from images, I'd recommend splitting the image in half, run it through waifu2x, and then stitch back together instead of using photoshop or whatever. Reason being is because in photoshop (or GIMP) it normally makes the image muddier.
For example, my result of this came out like this. (I used low noise reduction since there wasn't much artifacts, but of course, enough to perhaps warrant a cleaning cuz why not)
