I couldn't tell if that was ice cream but it looks enough like ice cream for me to tag it as such. It def don't look like butter or cream.

probably a little off topic but eh judging base on Japanese culture, ice cream is more likely to be it aside from the drawing itself, pretty certain most of those themed restaurants menu had ice-cream in place of butter or cream.

moreover, i'd have a cardiac arrest every time i see this big of a chunk of butter on my pancake let alone drawing...
