Game_CGs and promo art by default are more detailed due to the fact they're stills and there's only (at most) a couple hundred CGs in a game. Animation is counted at tens of thousands of images PER EPISODE. Animation studios will almost ALWAYS reduce image detail for the sake of simplicity and ease of animation in the long run.
Also keep in mind the studio that makes a game is (as far as I know) never the same studio that does the anime version. It's two different skill sets (Look at KEY with Angel Beats!, an original anime-only series, and all the anime adaptations of it's VNs. You'll notice AB! doesn't quite live up to what you'd expect from Key.)
Only short OAVs (with a hell of a budget per ep) series may attempt to keep the same level of graphical detail as the source CGs from a game.
