This is from the Ino Artworks Velvet Skin Artbook so it most certainly is copyrighted.

Well..., did you even care to check the "source"-link. It's a scaled down scan with the BG removed. They all look 3D (at least the good ones)...

i did, not that it helped answer my question at all.
And BTW, before you go and point out that it has a '3D' tag, i added that after someone agreed.
The title did not give me any hints, and i have no idea what this thing is from.
The face looks WAY to cell shaded 3D, but the outfit has.. odd outline overlaps in places here
and there, that you only see in hand drawn art. So.. i was left to question it. Is the outline overlaps
a 3D art setting to make a figure appear more hand drawn?
i guess the hair gives it away though come to think of it.
